Jesse joined Koeller Nebeker Carlson Haluck in 2022 as a partner based in the San Francisco Bay Area.  With more than twenty years of experience representing clients in complex matters ranging from interstate water disputes before the U.S. Supreme Court, to multi-party remediation agreements, to nation-wide class-actions, Jesse has the experience, technical expertise, and commitment to excellence required to handle the most difficult cases.

Along with water and environmental matters, Jesse’s practice includes complex business disputes, toxic torts, commercial and consumer class-actions, real estate matters, construction defect claims, intellectual property, and contractual transactions.  He draws on years of experience prior to law school, when he worked as a certified environmental professional, consultant, and business owner, and is focused on obtaining exceptional results for his clients – be it through negotiation, litigation, or both.

Jesse is a Gaucho – receiving his B.A. in Environmental Studies from U.C. Santa Barbara, where he focused on biological treatment of wastewater.  During law school at the University of New Mexico, he served as Lead Articles Editor for UNM’s respected Natural Resources Journal, published the widely-cited article Hip Deep: A Survey of State Instream Flow Law from the Rocky Mountains to the Pacific Ocean, 43 N.R.J. 1151, and earned a Natural Resources Law Certificate.  He has served as faculty and panelist at numerous conferences, symposia, and CLE courses, and has testified by invitation before state legislative committees on water issues

Jesse was born and raised in northern New Mexico, and has maintained a love of the outdoors since childhood.  Though he has lived in London, New York, Los Angeles, and now the Bay Area, he’s still happiest in the mountains with a backpack, a rod, and a stream full of fish.
